Somaliland Workforce Development Programme

Building skills where they are needed most

A pilot delivered in partnership with 2030Beyond, the Royal Danish Embassy in Kenya and the Hargeisa Cultural Centre — which has since led on to a strategic partnership with Fresh Fish Company linking training directly to employment.

Somaliland

More than a training delivery

In 2026, nOmy expanded its activities into Somaliland through a pilot programme delivered together with 2030Beyond, the Royal Danish Embassy in Kenya through its Cultural Diplomacy Fund, and the Hargeisa Cultural Centre.

The objective extended beyond delivering hospitality training. The programme was designed to understand the local labour market, identify skills gaps and establish the partnerships required to build a sustainable vocational training ecosystem capable of supporting long-term employment and private sector growth.

Working with the Hargeisa Cultural Centre, Redsea Cultural Foundation, local businesses and public stakeholders, the pilot combined practical workshops, labour market assessment and stakeholder dialogue with the first demonstration of the nOmy training model.

From pilot to employment: Fresh Fish Company

The pilot led on to a separate strategic partnership with Fresh Fish Company, creating a direct link between vocational education and employment.

The partnership trains, certifies and recruits young people through structured workplace learning, combining practical industry experience with competency-based digital learning and recognised certification through the Learning Management System.

In parallel, preparations began for accredited hospitality and food production programmes supporting both young job seekers and existing employees through continuous skills development.

By combining the Digital Skills Passport with workplace-based learning, the programme creates a documented pathway from Unskilled to Skilled to Certified to Employed, and enables long-term documentation of competencies, employment outcomes and career progression.

The experience gained in Somaliland also provides a model for future implementation in other emerging markets where vocational education, private sector engagement and workforce development must grow together.
